Ministers urged to reconsider role of LPG in Green Deal initiative

robshuttleworthThe LP gas industry trade association, UKLPG, is urging energy ministers to reconsider the decision to exclude oil and LP gas boilers from the Green Deal Home Improvement Fund.

Rob Shuttleworth, chief executive of UKLPG, said:

“The decision to exclude LP gas condensing boilers from the list of measures available under the Green Deal Home Improvement Fund is a missed opportunity to drive up household energy efficiency, cut energy bills and deliver significant environmental benefits to rural communities that don’t have access to the gas grid.

“LPG is the lowest carbon of all of the off-grid conventional fuels and burns without the pollutants that other conventional and indeed some renewable fuels emit. This policy decision is unfairly limiting the choice of consumers because they are not connected to the mains gas network.

“Rural off-grid consumers have to pay for both the Renewable Heat Incentive (RHI) and the Green Deal Home Improvement Fund through their taxes, but with little prospect of being able to benefit – as those on the mains gas grid can – when, in fact, a new LPG condensing boiler will typically result in a 30% saving on fuel bills.

“Indeed, we understand that one of the key reasons Department of Energy and Climate Charge has chosen not to include LP gas boilers as eligible systems within the Green Deal Home Improvement Fund is because it wants to prioritise delivery of renewable heating systems to the off-grid sector.”

Rob went on to explain that UKLPG disagreed with the rationale for this approach for three reasons:

  • Firstly, according to the Heating and Hot Water Council, 80,000 oil and gas boilers are replaced in the rural sector each year. However, the RHI budget constraints will limit the number of systems that can be installed in the first year to less than a third of this replacement market, representing less than half a percent of the total number off-grid homes – meaning that ample potential exists for alternative carbon reduction technologies fuelled by LP gas.
  • Secondly, analysis of the investment case for renewable heat shows that access to Green Deal Home Improvement Fund for the LP gas heating technology should not make a material difference to customer choice, but will give a greater number of people access to low carbon options when replacing inefficient boilers.
  • Finally, off-grid properties tend to be less thermally efficient and are more likely to have an older standard efficiency boiler, yet they have received significantly lower support for energy improvements via policy intervention compared to on-grid properties.

He concluded:

“We are continuing talks with DECC to try to resolve the issue.”

Baxi challenges consumers to heat homes better

baxihomesBaxi has launched the Hard to Treat Heat campaign to challenge the way we heat our homes and businesses in the UK.

Hard to Treat Heat is centred on finding ways for the millions of non-condensing boilers in British homes to be replaced over the coming years. The campaign works with government and industry to access the Green Deal Home Improvement Fund.

In a recent national survey carried out by Baxi, 76% of respondents admitted that they regularly worry about the cost of heating, with six per cent saying it actually keeps them up at night. Results highlight concerns over heating take lead priority over every other key financial outlay such as the food shop (64%), the cost of fuel for the car (50%) and mortgage payments (17%).

Andrew Keating, marketing director UK and Ireland at BDR Thermea (of which Baxi is a part) said:

“The results of the survey add further amplification to our cause. We already know that there are around ten million inefficient boilers here in the UK and that’s why it is so important that we continue to develop even better products to encourage replacement, but also ensure the correct support mechanisms are in place, to help make it a reality.”

Last month, Baxi welcomed Parliamentary Under Secretary of State for the Department of Energy & Climate Change, Baroness Verma, to its manufacturing facility in Preston to learn more about the campaign.

During the visit, Baroness Verma said:

“Households across the country can save money on bills and stay warmer for less by making energy saving improvements to their homes.

“The Green Deal is among the government’s measures designed to do just that. Seeing Baxi rising to the challenge to tackle Britain’s inefficient boiler stock is very much supported by the government.”

Futureproof helps installers make most of Green Deal shake-up

adammitchellA national network for installers has seen a “significant increase” in enquiries following the launch of the Green Deal Home Improvement Fund.

Futureproof says the new incentives for homeowners to carry out energy efficiency improvements will boost the activity of installers.

Futureproof managing director, Adam Mitchell, said concerns expressed by companies that red tape would still deter installers were “misplaced”.

Adam said: “The main reason we set up the Futureproof network seven months ago was to help ensure as many installers as possible were able to take advantage of the Green Deal.

“The issue of installers having to become PAS 2030 registered was a big issue until the launch of Futureproof, but we are now able to help installers access Green Deal jobs by becoming part of our network.

“Since the launch of the Green Deal Home Improvement Fund, we have seen a significant increase in enquiries from installers keen to join the network and start taking on jobs.”

Adam added: “While the Green Deal may still not be perfect, the new incentives offered by the government will hopefully help to start unlocking work for installers and give consumers the confidence to find out more about the energy efficiency measures they can introduce into their homes.”
